The World Health Organisation (WHO) is the United Nations (UN) agency specialised in managing policies of prevention, promotion and intervention in health, defined in its Constitution as a state of complete physical, mental and social well-being, and not merely the absence of disease or infirmity. It was initially organised by the Economic and Social Council of the United Nations, which was the driving force behind the drafting of the first WHO statutes. The first meeting of this organisation took place in Geneva (Switzerland) in 1948.
